I'm not sure what the story is behind this little cross on the side of the creek. I don't recall having heard that anyone drowned there in recent times. I'll have to ask Ramona...her husband is in the police department, and will know.
It's artificial flowers. It has become a custom for people to place such things at the spot where a loved one has died. Sometimes they are renewed for a year or so, and sometimes longer.
Maybe a pet? I can't see well enough to make out what the cross is made of. Looks like foil but it could be flowers.
